Endline Evaluation & Documentation Consultant for Uganda Humanitarian Fund

About the role

The International Rescue Committee seeks an experienced consultant to lead the end‑line evaluation and documentation of best practices for the Uganda Humanitarian Fund (UHF) Emergency Lifesaving Integrated Protection Project. The consultant will assess project performance across protection, GBV, child protection and cash/shelter/NFI components and produce evidence‑based recommendations.

Key responsibilities

• Conduct a comprehensive evaluation against OECD‑DAC criteria (relevance, effectiveness, efficiency, impact, sustainability, accountability).
• Collect and analyse quantitative and qualitative data from project records, field surveys and stakeholder interviews.
• Review project design, targeting and delivery modalities for relevance and appropriateness.
• Draft a final evaluation report, including lessons learned, best‑practice documentation and actionable recommendations for future programming.
• Present findings to IRC senior staff and UHF partners.

Required profile

• Minimum 5 years experience conducting evaluations in humanitarian or development settings.
• Demonstrated knowledge of protection, gender‑based violence, child protection and cash‑based assistance programmes.
• Strong analytical, report‑writing and presentation skills.
• Ability to work independently in Uganda and engage with diverse stakeholders.
