Endline Evaluation & Documentation Consultant – Uganda Humanitarian Fund

About the role

We are seeking an experienced consultant to lead the end‑line evaluation and documentation of best practices and lessons learned for the Uganda Humanitarian Fund’s Emergency Lifesaving Integrated Protection Project. The consultant will work closely with IRC staff and project partners to assess performance across protection, GBV, child protection and cash‑assistance components.

Key responsibilities

• Design and implement an end‑line evaluation framework aligned with OECD‑DAC criteria (relevance, effectiveness, efficiency, impact, sustainability, accountability).
• Collect, analyse and triangulate quantitative and qualitative data from project beneficiaries, protection teams and partner organisations.
• Document best practices, challenges and lessons learned across the four sub‑sectors.
• Produce a comprehensive evaluation report with evidence‑based recommendations for future programming.
• Present findings to IRC leadership and donors and support knowledge‑sharing activities.

Required profile

• Advanced degree in International Development, Public Policy, Social Sciences or a related field.
• Minimum 5 years experience conducting evaluations for humanitarian or development programmes.
• Demonstrated experience with protection, GBV, child protection or cash‑based assistance interventions.
• Strong analytical and report‑writing skills, with ability to translate findings into actionable recommendations.
