Head of Programme Uganda

About the role

The Head of Programme in Uganda will lead the development and strategic vision of the country programme, fostering a learning culture and cost‑conscious approach while ensuring effective communication across functions and regional offices.

Key responsibilities

• Provide line management for directly reporting staff, including performance management, goal setting, recruitment, induction and staff development.
• Contribute programme input to the Country Strategy and Plan of Action.
• Develop core competency strategies aligned with regional and global priorities.
• Design holistic, needs‑based programmes, including cash‑based and market‑based interventions.
• Identify funding opportunities, develop funding strategies, and manage grants, BPO allocations and donor reporting.
• Lead donor relations, monitoring and evaluation, and ensure compliance with donor standards.
• Promote the rights of IDPs/returnees in line with the advocacy strategy.
• Oversee innovation, protection, markets and digital programming through a localized approach.
• Strengthen accountability to beneficiaries by improving M&E systems, feedback mechanisms and needs assessments.

Required profile

• Proven senior leadership experience in programme development and management.
• Experience in line management and staff development.
• Strong background in donor relations, grant management and compliance.
• Knowledge of cash‑based programmes, market‑based interventions and humanitarian advocacy.
• Ability to work collaboratively in a matrix structure with support departments and regional teams.
