Health Services & Systems Performance Monitoring and Verification Specialist

About the role

ThinkWell is recruiting Health Services & Systems Performance Monitoring and Verification Specialists to support Uganda’s transition to performance‑based health financing. The role involves independent verification of health service delivery and system milestones across multiple levels of the health system.

Key responsibilities

• Review assigned milestones, indicators, and verification requirements and contribute to verification planning and field plans.
• Develop and refine verification tools, evidence requirements, sampling approaches, and technical standards.
• Conduct field verification at community, facility, district, referral hospital, and national levels.
• Verify reported achievements using document review, observation, interviews, system and record reviews, and physical verification.
• Assess whether evidence is adequate, reliable, traceable, and meets agreed policies, standards, and performance expectations.

Required profile

• Expert‑level knowledge of health service delivery and health systems.
• Strong field verification and assessment capabilities.
• Sound professional judgement to interpret evidence within Uganda’s health context.
• Ability to work collaboratively with government entities and stakeholders.
