MEAL Officer for OCHA WASH Project (National)

About the role

The MEAL Officer will lead monitoring, evaluation, accountability and learning activities for the OCHA‑funded WASH project across Kiryandongo, Palorinya and Rhino Camp refugee settlements. Reporting to the MEAL Coordinator, the role ensures data quality, timely reporting and continuous learning to improve programme impact.

Key responsibilities

• Develop and maintain the MEAL framework, tools and processes for the OCHA WASH project in the three refugee settlements.
• Lead drafting of the project MEAL plan, indicator tracking table, data collection protocols and standard operating procedures.
• Coordinate joint monitoring activities with partners, stakeholders and project teams.
• Strengthen use of technology for data collection, analysis and reporting despite limited connectivity.
• Facilitate local data analysis, visualization and presentation for regular narrative progress reports.
• Provide capacity‑building training on MEAL systems and tools to project staff and partners.
• Plan and conduct data quality audits and assessments in coordination with the MEAL Coordinator.
• Ensure high‑quality visibility materials (pop‑ups, flyers, project sheets) are produced for community and donor engagement.
• Contribute to drafting terms of reference for assessments, evaluations and consultancy assignments.
• Oversee implementation of the Feedback and Complaints Mechanism and ensure compliance with the Core Humanitarian Standard.
• Promote participatory approaches to capture beneficiary feedback and integrate it into project improvements.
• Lead development of learning agendas, document good practices and disseminate lessons for adaptive management.
