MEAL Officer

About the role

The MEAL Officer will lead the Monitoring, Evaluation, Accountability and Learning system for the GREEN Project, supporting evidence‑based decision‑making, donor reporting and continuous improvement across livelihoods, enterprise development and environmental outcomes.

Key responsibilities

• Implement the GREEN Project MEAL plan, track indicators, milestones and impact targets, and maintain unique‑ID tracking for enterprises, producer groups and households.
• Conduct routine field monitoring, verification visits and data validation, including GPS‑tagged evidence for restoration and conservation outcomes.
• Develop, deploy and manage digital data collection tools (CommCare, ODK, KoBoToolbox, SurveyCTO) and ensure data quality through cleaning, verification and audits.
• Prepare monthly, quarterly and annual MEAL reports, update Power BI dashboards and generate donor reporting datasets.
• Train and mentor project staff, partners and enumerators on MEAL tools, digital data collection and results‑based management.
• Support accountability mechanisms, track beneficiary feedback, and facilitate learning events such as After Action Reviews.

Required profile

• Bachelor’s degree in Statistics, Economics, Social Sciences, Development Studies or related field.
• 2‑3 years progressive experience in MEAL for large donor‑funded programmes, preferably in livelihoods, agriculture, forestry or market systems.
• Proven experience conducting surveys, data quality assessments and evaluations.
• Strong analytical, organizational and communication skills, with ability to deliver training and capacity‑building sessions.

Required skills

• Proficiency with digital data collection platforms such as CommCare, ODK, KoBoToolbox or SurveyCTO.
• Advanced data analysis using Excel, Power BI, SPSS, STATA or R.
• Designing digital data collection tools and managing indicator databases and dashboards.
• Knowledge of MEAL frameworks, results‑based management and indicator tracking systems.
