MEL Manager – Monitoring, Evaluation & Learning Lead

About the role

The MEL Manager will lead evidence‑based decision‑making for Seed’s country program in Uganda. Working closely with the country team, global MEL unit and local partners, the role ensures that measurement, evaluation and learning systems are robust, aligned with strategic goals and generate high‑quality data.

Key responsibilities

• Develop, update and manage the country Measurement, Evaluation and Learning (MEL) plan in collaboration with the Seed team and Global MEL unit.
• Design and implement core partnership measurement activities and ensure data collection aligns with national HMIS requirements.
• Oversee data quality assurance, analysis, reporting and communication of indicator results to Seed Global, donors and stakeholders.
• Lead learning initiatives, promote a culture of data use, and provide technical guidance on data review platforms.
• Manage operational research, assessments and program evaluations.
• Support preparation of donor reports and other communication materials.

Required profile

• Proven experience in monitoring, evaluation and learning within health or development programs.
• Strong analytical mindset with ability to ensure data integrity and produce rigorous reports.
• Excellent collaboration skills to work with government ministries, partners and internal teams.
• Ability to translate data insights into actionable recommendations for program improvement.
