National Consultant for Sustainable Financing of SRHR & TPSR

About the role

The National Consultant will provide expert technical leadership to drive the implementation of Uganda's Sustainable Financing Roadmap (2026–2030). The role focuses on increasing domestic budget allocations, improving public financial management, diversifying financing sources, and institutionalising financing tools for sexual and reproductive health and rights (SRHR), adolescent health and teenage pregnancy surveillance and response (TPSR).

Key responsibilities

• Lead the execution of the UNFPA CPD10 Sustainable Financing Roadmap, integrating financing analytics and evidence‑informed policy dialogue aligned with Uganda’s Public Finance Management Act and Programme‑Based Budgeting.
• Generate and update economic evidence, cost‑of‑inaction analyses and investment cases for teenage pregnancy, SRHR and demographic dividend initiatives.
• Develop budget notes, financing factsheets and policy briefs to quantify financing gaps and demonstrate return on investment to fiscal decision‑makers.
• Drive evidence‑informed advocacy across the Ugandan budget calendar, supporting Ministry of Health and Human Capital Development Programme Working Groups to secure and protect domestic allocations.
• Conduct quarterly fund release audits and public expenditure bottleneck analyses to identify delays, procurement issues and cash‑flow constraints.
• Diagnose public financial management bottlenecks, propose efficiency reallocation recommendations and support value‑for‑money and equity mapping of health and social sector spending.
• Explore innovative financing mechanisms, results‑based financing and private‑sector partnerships, and align them with International Financial Institutions’ programmes.
• Provide technical support for drafting and negotiating co‑financing MoUs with Ministry of Finance and Ministry of Local Government.
