National Consultant to Evaluate the SASA Together Strategy

About the role
UN Women is seeking a National Consultant to lead the final evaluation of the SASA! Together component of the Spotlight Initiative in Uganda. The consultant will independently assess how the programme has shifted social norms, balanced relationship power dynamics, and reduced intimate partner violence in three target districts.
Key responsibilities
- Assess past‑year prevalence of physical and sexual IPV and measure behavioural change among women in target communities.
- Evaluate shifts in community‑wide acceptance of gender inequality, IPV and women’s sexual decision‑making rights.
- Analyze the performance and synergy of the three structural circles: Local Activism, Community Leadership and Institutional Strengthening.
- Test the SASA! Together Theory of Change and identify pathways through which it contributed to changes in power relations and violence prevention.
- Document implementation barriers, facilitators and institutional shifts to inform scaling or adaptation.
- Prepare an inception report with stakeholder analysis and a final evaluation report complying with UN Women and UNEG standards.
Required profile
- Proven experience in gender‑responsive evaluation, preferably in violence‑against‑women programmes.
- Strong knowledge of IPV, social‑norms change and gender‑power analysis.
- Familiarity with UN evaluation policies, UNEG norms and the Global Evaluation Report Assessment & Analysis System (GERAAS).
- Ability to work with government ministries, local authorities, CSOs and UN agencies.
Required skills
- Qualitative and quantitative evaluation methods, including data collection, analysis and reporting.
- Stakeholder engagement and facilitation.
- Report writing and presentation of findings to senior audiences.
