National Consultant Tobacco Control

About the role

The World Health Organization is seeking a National Consultant to support Uganda’s Tobacco Control initiatives. The consultant will work under the Gates Foundation‑funded Africa Tobacco Control Project, providing technical assistance for the implementation of the Tobacco Control Act and related regulations.

Key responsibilities

• Coordinate and monitor progress of Ministry of Health tobacco‑control priorities.
• Facilitate regular follow‑up meetings, progress reports, and technical updates for WHO teams.
• Support enforcement of smoke‑free policies, advertising bans, and public awareness campaigns.
• Assist in transitioning tobacco farmers to alternative livelihoods and regulate emerging tobacco products.
• Engage multisectoral stakeholders to strengthen coordination across WHO country office, regional office, and headquarters.

Required profile

• Minimum 5 years of experience in public health, tobacco control, or related fields.
• Senior‑level expertise with proven ability to manage complex, multi‑stakeholder projects.
• Familiarity with WHO FCTC, MPOWER package, and national tobacco legislation.
