Procurement Officer – Supply Chain & Procurement

About the role

URC is seeking a highly qualified and experienced Procurement Officer to support the procurement needs of its current and anticipated projects in Uganda. The role involves coordinating the procurement of supplies and equipment for health units and program activities, ensuring effective and efficient procurement and disposal processes.

Key responsibilities

• Oversee procurement processes, including review of purchase requisitions, RFQs, supplier selection, negotiations, purchase and delivery forms, and coordination with the stock management officer.
• Lead supplier pre‑qualification and management, and develop Blanket Purchase Agreements for routine supplies and services.
• Manage leases, contracts, and agreements for goods and services, ensuring compliance with URC and US Department of State procurement policies.
• Receive orders from program staff, follow up on local purchases, payments, and delivery confirmation.
• Procure printing and stationery for training materials, manuals, handouts, and workshop events.
• Update and maintain the project procurement tracker, PO log, BPA tracker, and commitment tracking.
• Stay current on donor policies, compile applicable local policies, and train program and partner staff.
• Perform other duties as assigned.

Required profile

• Bachelor’s degree in Procurement and Logistics Management, Commerce, Business Administration or a related field.
• Minimum 5 years of practical procurement and supply management experience, with knowledge of Uganda public procurement laws and donor regulations.
• Familiarity with US Department of State contractual, procurement and reporting requirements.
• Advanced computer skills, proficient in Microsoft Office (Excel, Word, PowerPoint) and electronic mail.
