Program Officer – Project Coordination & Sub‑Award Management

About the role

FHI 360 is looking for a Program Officer to support the EpiC Uganda project. The role provides day‑to‑day technical and operational coordination, ensuring project activities are delivered on time, meet quality standards, and comply with USG regulations and FHI 360 policies.

Key responsibilities

• Lead and coordinate the generation, tracking, and closure of Activity Approval Requests (AARs) and Payment Request Forms (PRFs).
• Monitor approved workplans, follow up with department leads and partners, and identify implementation delays.
• Support development, modification, and management of sub‑awards, including reporting, milestone verification, and performance monitoring.
• Coordinate with finance, grants, and M&E teams to ensure timely processing of sub‑award funds and monthly partner performance reviews.
• Disseminate compliance guidance related to USG regulations (2 CFR 200) and support capacity‑building activities for partners.

Required profile

• Bachelor’s degree in Public Health, International Development, Development Studies, Public Administration, Business Administration, or a related field.
• Minimum of 4 + years of experience in donor‑funded program management, preferably USG‑funded health programs.
• Demonstrated experience in sub‑award management, partner reporting, and compliance monitoring.
• Strong written and verbal communication skills in English and excellent attention to detail.
• Ability to work independently with minimal supervision while providing guidance to lower‑level staff.

Required skills

• Microsoft Office suite (Word, Excel, PowerPoint).
• Project tracking systems (e.g., DPA) and workflow automation tools.
• SharePoint and collaboration platforms (Skype, Zoom, Teams).
• Knowledge of USG regulations, including 2 CFR 200.
