About the role
The Programme Specialist (PSEA) will support UNICEF Uganda’s Ebola response by embedding protection against sexual exploitation and abuse (PSEA) and safeguarding across all programmes and partners. This three‑month temporary position ensures that response activities are safer, more accountable, and accessible to affected communities.
Key responsibilities
- Integrate PSEA and safeguarding principles into Ebola response programme design and community outreach.
- Train partners and frontline workers on PSEA, safeguarding and gender‑based violence (GBV) risk mitigation, providing technical guidance and mentorship.
- Conduct field monitoring of partner activities, review compliance with PSEA standards, and address identified gaps.
- Identify, assess and contribute to mitigation of SEA and safeguarding risks through risk assessments and safety audits.
- Strengthen confidential reporting channels, promote awareness of SEA pathways, and support community complaint mechanisms.
- Enhance survivor‑centred referral pathways linked to GBV and child protection services.
- Support coordination of PSEA within UNICEF, inter‑agency platforms, and with government, UN and implementing partners.
- Monitor overall PSEA integration and provide regular updates and a final report.
Required profile
- Experience in PSEA, safeguarding, and GBV risk mitigation within humanitarian or health emergencies.
- Proven ability to train and mentor partners and frontline staff.
- Experience conducting field monitoring, compliance reviews, and risk assessments.
- Strong knowledge of reporting and referral mechanisms for survivors of sexual exploitation.
- Ability to work collaboratively with government, UN agencies, and NGOs.
