Senior Health Project Officer – Polio Surveillance

About the role

The International Rescue Committee is seeking a Senior Health Project Officer to lead community‑based Acute Flaccid Paralysis (AFP) surveillance along the South Sudan‑Uganda border and in refugee settlements of Lamwo district. Reporting to the Health Manager, you will oversee implementation, coaching, and reporting to support polio eradication efforts.

Key responsibilities

• Coordinate and supervise community AFP surveillance activities, ensuring case detection, verification, investigation and timely reporting.
• Conduct regular monitoring visits, prepare work plans and ensure compliance with Ministry of Health and donor protocols.
• Provide on‑the‑job coaching and mentorship to health facility staff and supervise a health assistant.
• Manage supply chain logistics for medical commodities, including stock recording and ordering.
• Develop and submit internal and donor reports, monitor budgets and grant compliance.
• Represent IRC in coordination meetings with district health teams, NGOs, UN agencies and donors.

Required profile

• Minimum three years of experience in health project implementation, preferably in AFP or polio surveillance.
• Proven experience supervising staff and collaborating with district health authorities.
• Strong knowledge of Ministry of Health guidelines, donor reporting requirements and humanitarian programming.
• Ability to travel within project sites and work in challenging field environments.

Required skills

• Proficiency with DHIS2 data reporting tools.
• Technical expertise in AFP surveillance and case investigation.
