SGBV Programme Manager

About the role

The SGBV Programme Manager will lead a rights‑based, survivor‑centred, gender‑transformative programme in Kampala, overseeing multisectoral interventions that address sexual and gender‑based violence. Reporting to the Deputy Executive Director, the role ensures high‑quality, accountable services across health, justice, protection and community systems.

Key responsibilities

• Provide strategic leadership to ensure all programme components respect survivors’ rights, confidentiality, informed consent and safety.
• Integrate gender‑transformative approaches, power analysis and economic empowerment into community‑level norm‑change activities.
• Coordinate with police, health facilities, courts, shelters and district GBV Working Groups to strengthen referral pathways and multisectoral response.
• Develop annual work plans, budgets and implementation strategies, and oversee case management, psychosocial support, legal aid and shelter services.
• Conduct quality‑assurance audits, supportive supervision and field monitoring to meet national and UNFPA standards.
• Work with M&E teams to ensure robust data collection, analysis, reporting and learning, and maintain accountability mechanisms for survivor feedback.

Required profile

• Proven experience leading SGBV or related humanitarian programmes.
• Strong knowledge of national GBV SOPs, UNFPA Minimum Standards, PSEA, safeguarding and Do‑No‑Harm principles.
• Demonstrated ability to coordinate multisectoral actors and strengthen referral systems.
• Experience in programme planning, budgeting, quality assurance and supervision.
• Familiarity with monitoring, evaluation and learning processes in rights‑based contexts.
