Team Lead, Sub-National Verification and Capacity Building

About the role

ThinkWell Uganda is looking for a senior technical leader to head sub‑national verification and capacity‑building activities for a five‑year government‑to‑government health financing programme. Based in Kampala, the Team Lead will guide the design, implementation and quality assurance of verification processes across local health entities.

Key responsibilities

• Develop and maintain the Verification Master Plan, including scope, methodology, tools and acceptance criteria for all public financial management (PFM) modules.
• Define the verification strategy for sub‑national entities in close collaboration with the Ministry of Health and ensure alignment with national regulations and donor requirements.
• Review and assess PFM systems, focusing on fund flows, segregation of duties, approval hierarchies and data integrity.
• Lead verification of financial workflows, integration points (IFMIS, HR systems, HMIS, procurement portals, revenue systems) and automated controls.
• Author and review verification protocols, conduct functional, integration, performance and security testing, and ensure documentation meets ALCOA+ standards.
• Manage defect triage, prioritisation and resolution with developers and functional experts.
• Design and implement capacity‑building plans to address identified gaps.
• Supervise field verification teams, including monitoring and evaluation specialists and financial verification experts.

Required profile

• Extensive experience in public financial management, health financing or related sectors.
• Proven track record leading verification or audit projects at sub‑national level.
• Strong analytical and problem‑solving abilities with excellent written and verbal communication skills.
• Demonstrated capacity to mentor teams and work effectively with government stakeholders.
