Technical Director – Interoperability & HIE Architect

About the role

The Technical Director, Interoperability & HIE Architect will lead the national interoperability and health information exchange (HIE) components of the Data‑Activated Architecture for Resilient Transition (DART) project in Uganda. Working closely with the Ministry of Health’s Directorate of Health Informatics and system owners, you will operationalize MOH‑approved architecture, standards, and integration strategies across a range of digital health platforms.

Key responsibilities

• Provide technical leadership for DART’s interoperability strategy, HIE operations and digital architecture.
• Collaborate with MOH/DHI to implement standards across EMRs, DHIS2/eHMIS, eIDSR, eCHIS, laboratory systems, registries, the National Data Warehouse (NDWH) and ERP platforms.
• Ensure integration solutions strengthen existing government systems rather than creating parallel platforms.
• Oversee priority integration projects, certify workforce capabilities, and support responsible AI adoption.
• Guide data‑center design, cybersecurity measures, and health‑information exchange governance.

Required profile

• Extensive experience in health‑IT architecture, interoperability and HIE design.
• Proven ability to work with government ministries and multi‑stakeholder environments.
• Strong leadership and project management skills for large‑scale digital health initiatives.
