Carbon Digital Monitoring & Remote Verification Consultant

About the role

The client seeks a specialist to design and implement a carbon digital monitoring, reporting and verification (DMRV) framework for clean‑cooking SMEs operating in Uganda’s urban bioethanol ecosystem. The consultant will translate carbon market requirements into practical aggregation models that enable multiple SMEs to access carbon revenue streams.

Key responsibilities

• Assess operational, reporting and data capabilities of participating bioethanol SMEs.
• Develop an aggregation framework for collective carbon market participation.
• Design an early‑stage digital monitoring, reporting and verification system suited to resource‑constrained environments.
• Evaluate commercial feasibility, including costs, compliance obligations and potential carbon revenue.
• Provide recommendations on minimum operational, compliance and data requirements.
• Deliver a final advisory report and implementation roadmap for SMEs and programme stakeholders.

Required profile

• Proven experience in carbon finance, carbon markets or climate finance within emerging markets.
• Background supporting clean‑cooking, distributed energy or sustainability‑focused SMEs in Africa.
• Demonstrated ability to develop or support MRV/DMRV systems or carbon‑related data frameworks.
