Chief Planner – Planning, Investment & Resource Mobilization

About the role

The Chief Planner will provide strategic guidance for planning, investment and resource mobilisation across Makerere University. The role supports the development and implementation of physical infrastructure and budgetary frameworks.

Key responsibilities

• Coordinate and analyse strategic plan options to set investment priorities and allocate resources.
• Support the development and implementation of physical infrastructure development plans and projects.
• Provide technical support for campus planning activities, budget preparation and the overall budget framework.
• Formulate and manage recurrent and development budget policies.
• Establish and maintain systems for data collection, monitoring and evaluation of development programmes.
• Liaise with HR and academic units for manpower planning and development.
• Work with academic and technical departments to determine priority interventions for academic and physical development.
• Perform any other related duties as assigned by the supervisor.

Required profile

• Master’s degree in Business Administration, Economic Policy, Planning & Management, Economics or Statistics, and an honours Bachelor’s degree in Economics or Statistics.
• Minimum 12 years of relevant experience, including at least 3 years at Principal Planning Officer level or higher.

Required skills

• Statistical and mathematical modelling.
• Information and Communication Technology (ICT) proficiency.
