MEAL Officer

About the role

The MEAL Officer will support the IRC mission in Uganda by strengthening monitoring, evaluation, accountability and learning systems across program areas. Reporting to the MEAL Manager, the role ensures high‑quality data collection, analysis and reporting to inform program decisions.

Key responsibilities

• Provide technical leadership on MEAL functions for Yumbe‑BidiBidi operations, overseeing data collection, documentation, analysis and reporting.
• Lead implementation of MEAL plans using log‑frames, indicator performance tracking tables and reference sheets.
• Conduct post‑distribution monitoring, household surveys, focus groups and key informant interviews.
• Oversee digital data collection tools (CommCare, Kobo, ODK) and ensure data quality through assessments, audits and spot checks.
• Manage baseline, midline and endline surveys, external evaluations and vulnerability assessments.
• Supervise Data Officer, MEAL Assistants and enumerators, providing mentorship and performance monitoring.

Required profile

• Bachelor’s degree in Statistics, Information Management, Development Studies, Social Sciences or related field.
• Minimum 3 years progressive experience in MEAL, data management or related roles.
• Demonstrated experience supervising technical staff and managing large‑scale surveys.
• Willingness to travel regularly to field locations.

Required skills

• Proficiency with mobile data collection tools (CommCare, Kobo, ODK).
• Advanced Excel skills and strong report‑writing ability.
• Experience with data visualization tools such as Power BI, Tableau or GIS.
• Strong analytical, systematic thinking and problem‑solving skills.
