Construction Safety & Health Officer (Safety Professional)

About the role

The incumbent will serve as the Construction Safety and Health Officer (CSHO) for OBO, providing expert guidance on safety and health matters across all phases of a construction project in Kampala. This fixed‑term position lasts 24 months with the possibility of follow‑on work under the DoS program.

Key responsibilities

• Ensure contractor and sub‑contractor compliance with U.S. Department of State and Ugandan construction safety regulations.
• Inspect, assess, and report on contractor safety programs and on‑site work practices.
• Develop, implement, and manage an Injury/Illness Prevention Program in coordination with OBO, the General Contractor, and project staff.
• Conduct regular safety inspections of facilities, equipment, and work practices; recommend corrective actions and, when necessary, halt work to address imminent hazards.
• Oversee sanitation and health inspections of mess facilities, toilets, and wash rooms.
• Apply procedures to eliminate hazardous conditions and advise on accident prevention.
• Test and evaluate emergency evacuation plans for fire or other emergencies.
• Prepare monthly, quarterly, and annual safety reports and maintain OSHA‑required documentation.
• Investigate serious accidents or incidents to determine root causes and corrective measures.

Required profile

• Proven experience as a Construction Safety and Health Officer or similar role.
• Familiarity with U.S. Department of State construction safety standards and local Ugandan regulations.
• Ability to conduct thorough site inspections, produce detailed reports, and enforce safety compliance.
• Strong knowledge of OSHA record‑keeping and reporting requirements.
