Consultant – Interoperability of CHWR with eCHIS (2 months)

About the role
UNICEF is seeking a consultant to strengthen Uganda’s community health system by designing and implementing interoperability between the Community Health Worker Registry (CHWR) and the Electronic Community Health Information System (eCHIS). The 2‑month assignment in Kampala will enable seamless data exchange, improve health workforce data quality and support evidence‑based decision‑making.
Key responsibilities
- Design and develop APIs and data pipelines to synchronize CHWR records with eCHIS and the national data warehouse.
- Build analytics dashboards and geo‑referenced visualisations to monitor coverage, performance and equity of community health workers.
- Integrate DHIS2 components and ensure compliance with HL7 FHIR and OpenHIE standards.
- Conduct system testing, support deployment and provide capacity‑building workshops for national stakeholders.
- Document technical specifications, implementation methodology and provide recommendations for sustainable digital health solutions.
Required profile
- Master’s degree in Computer Science, Information Systems, Health Informatics or Software Engineering.
- 5–7 years of experience in digital health systems, with proven expertise in health‑system interoperability and API development.
- Hands‑on experience with DHIS2, data‑warehouse integration and open‑source health platforms such as CHT or OpenSRP.
- Familiarity with HL7 FHIR, OpenHIE and geo‑referencing technologies.
- Fluent English communication skills.
