External Evaluation Consultant – CSI Project

About the role

Avocats Sans Frontières (ASF) is seeking a consultant to conduct the final evaluation of the CSI project, a three‑year initiative aimed at empowering civil society and enhancing civic space in Uganda and Tanzania. The assignment will be carried out in Uganda with virtual correspondence with partners in Tanzania.

Key responsibilities

• Conduct a comprehensive final evaluation of the CSI project against OECD DAC criteria (relevance, coherence, effectiveness, efficiency, impact, sustainability).
• Prepare a detailed evaluation report including findings, lessons learned, good practices and recommendations for future programmes.
• Engage with project partners and beneficiaries in Uganda and Tanzania, collecting data and evidence through field visits and virtual interviews.

Required profile

• Master’s degree in Monitoring & Evaluation, Project Management, Statistics, Development Studies, Social Sciences, Law or a related field.
• Minimum five years of experience in project evaluation, preferably within the access‑to‑justice sector.
• Demonstrated experience working on rights‑based programming in the Ugandan context.

Required skills

• Strong analytical and reporting skills to assess project performance and impact.
• Proficiency in English (written and spoken); knowledge of local languages is an advantage.
