French Speaking Field Procurement Officer

About the role

The Islamic Development Bank is seeking a French‑speaking Field Procurement Officer to lead end‑to‑end planning, implementation and monitoring of project procurement activities across its Regional Hubs. The role ensures strict compliance with the Bank’s procurement guidelines throughout the project lifecycle and contributes to policy development and capacity building.

Key responsibilities

• Execute and enforce internal procurement policies in line with the Bank’s Procurement Guidelines.
• Provide technical procurement advice to beneficiary project teams via the Operations Team Leader.
• Assist in the development and refinement of procurement policies and procedures.
• Facilitate project procurement support from entry through implementation to closure.
• Conduct procurement risk assessments and monitor mitigation measures.
• Contribute to project concept notes, formulation and appraisal stages.
• Organise start‑up workshops and staff briefings for portfolio enablement.
• Review and clear procurement documents (RFPs, BDs, PQDs, GPNs, SPNs) for compliance.
• Support swift resolution of procurement grievances and complaints.
• Design and coordinate specialised training workshops for internal and external stakeholders.

Required profile

• Fluent in French.
• Strong knowledge of procurement processes and guidelines within development banking.
• Ability to work collaboratively with multi‑disciplinary project teams and external partners.
