Head of Programs

About the role

The Head of Programs will provide strategic leadership and technical oversight for all PaCT initiatives aimed at empowering adolescent girls and young women in Uganda. This senior position ensures programmes are high‑impact, evidence‑based, and aligned with the organization’s mission.

Key responsibilities

• Define and oversee the strategic direction of all programmes, ensuring quality, innovation and measurable impact.
• Lead programme planning, design and implementation in line with PaCT’s objectives.
• Manage Monitoring, Evaluation, Accountability and Learning (MEAL) systems to support evidence‑based programming.
• Support fundraising and partnership development through proposal writing and donor engagement.
• Build, mentor and supervise a high‑performing programme team.
• Strengthen collaboration with government ministries, development partners and community stakeholders.
• Ensure compliance with donor requirements and organisational policies.

Required profile

• Master’s degree in development studies, social sciences, project management, gender studies or related field.
• Minimum 4 years of progressive programme management experience in an NGO or development organisation, with at least 3 years in senior leadership.
• Proven experience managing multi‑sectoral programmes, preferably in gender, livelihoods, WASH or youth empowerment.
• Strong track record in resource mobilisation, proposal development and donor relations.
• Excellent leadership, analytical and communication abilities.
• Demonstrated commitment to gender equity and youth development.
