Health Information Systems Advisor – STRIDES Project

About the role

PATH is seeking a Health Information Systems Advisor to lead the STRIDES project in Uganda, strengthening infectious disease surveillance across human and animal health sectors. The advisor will guide the integration of surveillance data streams into national digital platforms and ensure sustainable, high‑quality information systems.

Key responsibilities

• Lead integration of indicator‑based, event‑based, and community‑based surveillance, antimicrobial resistance and laboratory data into platforms such as DHIS2 and SORMAS.
• Design and implement centralized data pipelines and interactive dashboards for real‑time analysis and decision‑making.
• Conduct assessments of surveillance architecture, data flows and system interoperability across human and animal health sectors.
• Develop secure data‑sharing protocols and governance frameworks to support multisectoral collaboration.
• Work with government stakeholders and partners to align HIS systems with national priorities and institutionalize them.
• Facilitate data‑sharing forums and technical workshops to review outputs, troubleshoot issues and promote coordination.
• Provide technical support to country and partner staff, ensuring project activities stay on track.
• Review and contribute to donor reports, publications and technical documentation.

Required profile

• Master’s degree in epidemiology, public health, veterinary medicine, health informatics or related field.
• Minimum five years of experience implementing health information systems and strengthening surveillance in low‑ and middle‑income settings, preferably Uganda.
• Proven experience with DHIS2, SORMAS or comparable health data platforms.
• Strong understanding of infectious disease surveillance, data governance and multisectoral coordination.
• Demonstrated ability to analyse complex data systems and propose context‑appropriate solutions.
