National Consultant for Uganda Police Anti-Corruption Strategy (2026-2031)

About the role

The United Nations Office on Drugs and Crime (UNODC) seeks a national consultant to support the Uganda Police Force (UPF) in finalising its Anti‑Corruption Strategy for 2026‑2031. The role involves reviewing past evaluations, facilitating technical working groups, and drafting a costed implementation and monitoring framework.

Key responsibilities

• Review the end‑term evaluation of the UPF Anti‑Corruption Strategy (2017‑2022) and synthesize findings from internal reviews and regional consultations.
• Facilitate the UPF Technical Working Group to identify achievements, challenges, emerging risks and priority areas.
• Develop the draft strategy, integrating gender, human rights, integrity and good‑governance considerations.
• Prepare a costed implementation framework and a monitoring and evaluation plan with clear actions, timelines and indicators.
• Validate the draft with UPF, UNODC and stakeholders, incorporate feedback and submit the final strategy.

Required profile

• Advanced university degree (Master’s or equivalent) in Law, Public Policy, Development Studies, Criminology, Social Sciences or related field (or a first‑level degree with at least two years relevant experience).
• Minimum two years of professional experience in anti‑corruption, governance, law enforcement or related fields.
• Demonstrated experience in developing or reviewing institutional strategies, policies or action plans.
• Familiarity with Uganda’s anti‑corruption and law‑enforcement landscape is highly desirable.
• Experience in mainstreaming gender and human‑rights perspectives into institutional strategies is a plus.
