National Consultant to Evaluate the SASA! Together Strategy

About the role

UN Women is seeking a national consultant to independently evaluate the SASA! Together programme in three Ugandan districts. The evaluation will assess the programme’s impact on social norms, power dynamics and intimate partner violence.

Key responsibilities

• Assess behavioural change by measuring past‑year prevalence of physical and sexual IPV in target communities.
• Evaluate shifts in community‑wide acceptance of gender inequality, IPV and women’s sexual decision‑making.
• Analyse the performance and synergy of the three structural circles: Local Activism, Community Leadership and Institutional Strengthening.
• Test the SASA! Together Theory of Change and document pathways of change.
• Capture operational learning, including implementation barriers, facilitators and institutional shifts.

Required profile

• Proven experience in gender‑responsive evaluation and familiarity with UN Evaluation Group (UNEG) norms and standards.
• Strong knowledge of intimate partner violence, gender‑based violence and social‑norms change interventions.
• Ability to engage with a wide range of stakeholders, including government ministries, local authorities, CSOs and UN agencies.
• Experience working in Uganda or similar contexts is preferred.

Required skills

• Knowledge of UN Women evaluation policy and UNEG ethical guidelines.
• Expertise in gender‑power analysis and theory‑of‑change testing.
