Operations Centre Security Coordinator – EACOP Pipeline

About the role

Q-Sourcing, a manpower management firm active in Uganda, Kenya, Tanzania, Rwanda and South Sudan, is recruiting on behalf of its client EACOP for an Operations Centre Security Coordinator in Uganda. The role reports to the Deputy Security Manager and acts as the focal point for real-time situational awareness, integrated security systems, incident and emergency coordination, security communications, operational reporting and shift continuity across the Uganda-Tanzania pipeline system.

Key responsibilities

• Coordinate day-to-day security operations and maintain continuous situational awareness of pipeline facilities, pump stations, heat tracing, pressure reduction stations, the marine storage terminal and related infrastructure, keeping clear shift handovers in a 24/7 environment.
• Monitor and coordinate the Integrated Security Management Systems (CCTV, access control, intrusion and perimeter detection, fiber-optic detection, dispatch systems and incident platforms), logging communications and escalating faults with IT/OT, telecoms and service providers.
• Lead security response during incidents such as intrusion, theft, sabotage, civil unrest, protests, kidnapping threats and evacuations, activating contingency and crisis procedures and coordinating with the Incident Commander, HSE, medical teams and public security forces.
• Produce shift handover reports, daily situation reports, incident flash reports, weekly and monthly reports, dashboards and trend analyses, and contribute to threat and risk assessments.
• Supervise Operations Centre operators and control-room staff, monitor contracted security providers against KPIs and SOPs, and support security audits and corrective actions.
• Liaise with community liaison, social performance and government agencies, support grievance reporting, and apply the Voluntary Principles on Security and Human Rights and IFC Performance Standard 4.
• Support security drills, tabletop and emergency exercises, onboarding and refresher training, and recommend updates to SOPs, call trees and contingency plans.
