Job description

About the role

The Protection Officer delivers the day-to-day protection component of ReSET in the assigned settlement, ensuring protection is the entry point and safeguard of the cash-plus model. Households are screened for protection risks at first contact, protection overrides are applied where lives, safety or dignity are at risk, and survivors and at-risk individuals receive safe, confidential, survivor-centred case management. The officer also leads protection monitoring and community-based protection.

The role works in an integrated team with IRC cash staff and consortium partners (TPO Uganda, UGANET, GBV, child protection and access to justice, and RELON), and coordinates closely with OPM, UNHCR, district authorities and sector working groups. Working with the Protection and Referral Specialist, the officer leads protection activities in the settlement and ensures cash and protection form one client journey.

Key responsibilities

  • Lead the delivery of ReSET protection activities in the assigned settlement.
  • Deliver technical support and guidance to the protection team, including case workers and community-based protection volunteers.
  • Ensure the quality of planning, implementation and follow-up of protection activities, including integrated protection screening, case management, monitoring and referrals.
  • Ensure protection overrides and cash-linked protection support are applied safely and without exclusion.
  • Build good relations with forcibly displaced and stateless persons, host communities, RLOs, partners, government and other humanitarian actors.

Required profile

  • University degree, preferably in social work, sociology, law, human rights or a related field; a postgraduate qualification is desirable.
  • 3-5 years of experience in protection programming (GBV, child protection or protection monitoring) in a refugee or displacement setting.
  • Demonstrated experience in protection case management and supervision and coaching of field teams.
  • Fluency in English and in a language commonly spoken in the settlement is an advantage.

Required skills

  • Knowledge of community-based protection, protection monitoring and referral systems; community mobilization is an asset.
  • Understanding of cash and voucher assistance and protection mainstreaming in cash programs (e.g. Safer Cash).
  • Strong knowledge of protection principles, safeguarding, PSEAH practices, confidentiality and data protection.
  • Program cycle management, monitoring, evaluation and accountability, and digital data collection and case management tools.
  • Training delivery, report writing, leadership and stakeholder representation.
