Senior Customs Digitalisation & Transit Systems Expert

About the role

NTU International is looking for a senior expert to lead the digitalisation of customs and transit systems across the ECOWAS region. The role supports the EU‑funded Technical Assistance project aimed at improving transport governance, trade facilitation and regional connectivity in West Africa.

Key responsibilities

• Support the design and implementation of interoperable customs and transit digital platforms for ECOWAS Member States.
• Provide technical assistance on customs IT systems, transit management tools and real‑time data exchange mechanisms.
• Advise on the operationalisation of regional systems such as SIGMAT and related digital customs platforms.
• Develop specifications, system assessments and operational guidelines for digital customs procedures and corridor monitoring tools.
• Facilitate integration between national customs systems and regional digital solutions, including assessment and payment modules.
• Deliver workshops, training sessions and capacity‑building activities for customs authorities and transport stakeholders.
• Contribute to monitoring, reporting and analytical outputs on digital customs and interoperability initiatives.

Required profile

• Master’s degree in information systems, customs administration, computer science, transport logistics, international trade or a related field.
• Minimum 10 years of professional experience in customs digitalisation, transit systems or trade facilitation, with at least 7 years focused on customs IT and interoperability projects.
• Proven experience working on customs or transport integration projects in developing countries, preferably in Sub‑Saharan Africa.
• Experience with international development cooperation and donor‑funded programmes.
