Senior Planner – Strategic Planning & Monitoring

About the role

The Senior Planner will support the development, implementation, monitoring and review of the TVET Council’s strategic and operational plans, ensuring alignment with national priorities and the evolving labour market.

Key responsibilities

• Lead the development, review and implementation of the Council’s Strategic Plan and related medium‑ and long‑term frameworks.
• Coordinate the annual work plan and budget to align with strategic priorities and approved programmes.
• Develop implementation frameworks, including activity schedules, timelines, resource requirements, KPIs and monitoring mechanisms.
• Analyse performance data and produce periodic reports, ministerial statements and budget documents.
• Facilitate stakeholder engagement with government agencies, TVET providers, employers and development partners.

Required profile

• Master’s degree in economics, public policy, statistics, monitoring and evaluation or a related field (or a bachelor’s degree with relevant experience).
• At least six years of experience in strategic planning, performance monitoring, budgeting or policy analysis within the public or TVET sector in Uganda.

Required skills

• Proficiency with the Government of Uganda Programme Budgeting System (PBS).
• Strong analytical, quantitative and report‑writing abilities.
