Senior Technical Advisor – Health Programs

About the role

The Senior Technical Advisor – Health Programs will provide strategic technical leadership for the design, implementation, and monitoring of integrated HIV, TB, malaria and broader health services under the EpiC project in Uganda. The role focuses on strengthening whole‑system approaches, building partner capacity, and ensuring high‑quality, coordinated technical performance.

Key responsibilities

• Lead technical design, planning and implementation of integrated health services in collaboration with the EpiC Technical Director.
• Develop and refine the technical portion of the project workplan within resource constraints.
• Supervise technical staff, sub‑partners and allocate Level of Effort to align with program needs.
• Build capacity of project partners through training, tools development and whole‑facility strengthening approaches.
• Maintain constructive dialogue with government ministries, donors and technical working groups.
• Draft donor technical reports, prepare presentations and aggregate data for high‑level overviews.
• Identify and implement efficiency improvements within prescribed parameters.

Required profile

• Extensive experience in integrated HIV, TB, malaria or related health service delivery.
• Proven ability to provide technical leadership and supervise multidisciplinary teams.
• Strong stakeholder engagement skills with government, donors and implementing partners.
• Demonstrated judgment in selecting methods, techniques and evaluation criteria.
• Excellent written and verbal communication in English.
