Shelter Construction Engineer

About the role

The International Rescue Committee is seeking a Shelter Construction Engineer to lead the planning, implementation and hand‑over of shelter projects for Persons with Specific Needs (PSN) in refugee settlements across Uganda. You will work closely with youth construction groups, district engineers and UNHCR teams to deliver safe, dignified and accessible shelter solutions.

Key responsibilities

• Lead technical assessments, design and execution of new shelters and repairs for PSN, ensuring accessibility and safety.
• Supervise and mentor youth groups on‑site, building their capacity in construction techniques, quality control and safety standards.
• Oversee all construction phases—from site preparation to finishing—and ensure compliance with quality assurance procedures.
• Maintain detailed progress reports, payment documentation and hand‑over records.
• Coordinate with the District Engineer, UNHCR supervision teams and participate in bi‑monthly shelter working group meetings.

Required profile

• Relevant engineering or construction qualification with experience in humanitarian shelter projects.
• Proven ability to supervise and coach community‑based construction teams.
• Strong understanding of accessibility requirements for vulnerable populations.
• Excellent coordination skills for multi‑stakeholder environments.
