Team Lead, Sub-National Verification and Capacity Building

About the role

Think Well is seeking a senior professional to lead sub‑national verification and capacity‑building activities in Uganda’s health system. The role combines technical advisory, stakeholder engagement, and mentorship to strengthen health financing and service delivery at regional levels.

Key responsibilities

• Provide rigorous technical advice on health financing, public financial management, strategic purchasing and private‑sector engagement to government agencies and partners.
• Design and deliver capacity‑building programmes, training sessions and coaching for junior staff and health‑system stakeholders.
• Lead research, data analysis and visualization to inform policy decisions and monitor implementation.
• Support new business development, proposal writing and fundraising initiatives.
• Travel up to 25% of working days across Uganda, including occasional weekend trips.

Required profile

• University degree in health economics, public health, public policy or related field; advanced degree preferred.
• At least 12 years of relevant experience in health systems with NGOs, development agencies or government, including progressive leadership roles.
• Proven track record delivering technical advice and capacity‑building to national and sub‑national stakeholders.
• Excellent written and oral communication skills in English.
• Strong interpersonal, cross‑cultural and consensus‑building abilities.
