Technical Support for Co‑creation Workshop & Proposal Development (Uganda)

About the role

War Child Canada seeks an experienced consultant to lead a participatory co‑creation process and develop a high‑quality programme proposal for a follow‑on education‑to‑work initiative in Uganda. The assignment runs from 1 October to 15 December 2026 and combines remote work with an onsite workshop in Kampala.

Key responsibilities

• Plan and facilitate a participatory co‑creation workshop with consortium partners and stakeholders.
• Consolidate workshop outcomes into a coherent programme design, including Theory of Change and implementation framework.
• Lead drafting, refinement and finalisation of the programme proposal, incorporating feedback from War Child Canada and partners.
• Prepare an inception report, workplan, and all required documentation such as Theory of Change and final proposal.

Required profile

• Master’s degree in education, international development, economics, or a related field.
• 10+ years of experience designing large‑scale, multi‑partner programmes and writing proposals for institutional donors.
• Proven ability to lead participatory programme‑design and multi‑stakeholder co‑creation processes.
• Strong experience developing theories of change and applying systems‑thinking to programme design.
• Excellent analytical, synthesis, facilitation and English‑language writing skills.
• Deep understanding of Uganda’s refugee and host‑community context and education‑to‑work pathways.
