Monitoring, Evaluation and Learning Expert

About the role

NTU International is seeking a highly qualified Monitoring, Evaluation and Learning (MEL) Expert to support the design, implementation and continuous improvement of the Africa‑EU Space Partnership Programme (AESPP Boost). The role will focus on establishing a robust MEL framework that drives evidence‑based decision‑making across a multi‑partner, donor‑funded environment.

Key responsibilities

• Design and operationalise the MEL framework, including indicators, baselines, data collection protocols and impact assessment methods.
• Collect, consolidate and analyse programme data to generate actionable insights and learning products.
• Support policy dialogue and knowledge exchange by providing evidence‑based recommendations to stakeholders.
• Coordinate with partners and donors to ensure alignment of monitoring activities with programme objectives.
• Continuously refine MEL processes based on emerging findings and feedback.

Required profile

• Master’s degree in evaluation, statistics/data science, development economics, social sciences or a related field (or equivalent professional experience).
• Minimum 8 years of professional experience in monitoring and evaluation, results‑based management or applied data analysis.
• At least 4 years of experience designing or operating MEL frameworks for donor‑funded or complex multi‑partner programmes.
• Excellent command of English; working knowledge of French or Portuguese is an asset.
• Experience with EU‑funded programmes and African contexts is a plus.
