Programme Specialist – PSEA (Temporary, 3 months)

About the role
The Programme Specialist (PSEA) will support UNICEF Uganda’s Ebola response by embedding protection from sexual exploitation and abuse (PSEA) and safeguarding across all programmes and partner activities. This three‑month temporary position aims to make the emergency response safer, more accountable and survivor‑centred.
Key responsibilities
- Integrate PSEA and safeguarding principles into programme design, community engagement and outreach materials.
- Provide training, technical guidance and mentorship to partners and frontline workers on PSEA, safeguarding and GBV risk mitigation.
- Conduct field monitoring of partner activities, review compliance with PSEA standards and address identified gaps.
- Identify, assess and contribute to mitigation of SEA and safeguarding risks through risk assessments and safety audits.
- Strengthen confidential reporting channels, promote awareness of SEA pathways and support community complaint mechanisms.
- Enhance referral pathways for survivors and promote survivor‑centred approaches linked to GBV and child protection services.
- Support coordination of PSEA within UNICEF, inter‑agency platforms and with government, UN and implementing partners.
- Monitor overall PSEA integration, produce regular updates and a final report on the response.
Required profile
- Demonstrated experience in PSEA, safeguarding and GBV risk mitigation within humanitarian programmes.
- Proven ability to train and mentor partners and frontline staff.
- Experience conducting field monitoring and compliance reviews.
- Strong understanding of risk assessment and mitigation in emergency contexts.
