Digital Family Planning Register Consultant (Uganda)

About the role

PATH is seeking a senior consultant to enhance, deploy, and support a Digital Family Planning Register/Application for private‑sector family planning service providers in Uganda. The role focuses on creating a secure, scalable, and interoperable platform that works across multiple devices and connectivity conditions.

Key responsibilities

• Upgrade the application for seamless operation on Android, iOS, Windows and modern web browsers using a responsive, cross‑platform approach.
• Implement offline data entry, secure local storage and synchronization to support low‑connectivity environments.
• Establish a centrally hosted system with secure authentication, role‑based access control, monitoring, backups and audit trails.
• Configure onboarding and geographic management for private clinics, pharmacies, drug shops and other accredited providers.
• Modify the electronic register to use HMIS‑compliant age bands, optional client name, and improved validation and workflow logic.
• Develop configurable in‑app, email, push‑notification and SMS reminders for monthly reporting, including escalation workflows.
• Integrate securely with DHIS2 through data mapping, validation, automated transmission and duplicate‑prevention mechanisms.
• Strengthen data security by applying encryption, role‑based controls and compliance with relevant health data standards.

Required profile

• Senior‑level professional with at least 7 years of relevant experience.
• Proven experience delivering digital health solutions in low‑resource settings.
• Ability to work with private‑sector family planning service providers and health information systems.
