National Consultant for SASA! Together Evaluation

About the role

The National Consultant will lead an independent evaluation of the SASA! Together component of the Spotlight Initiative in Uganda, assessing its impact on gender norms, power dynamics and intimate partner violence in three districts.

Key responsibilities

• Design and implement the evaluation methodology in line with UN Women and UNEG standards.
• Collect and analyse quantitative and qualitative data on IPV prevalence, social norm shifts and program effectiveness.
• Produce an inception report, interim findings and a final evaluation report with actionable recommendations.
• Facilitate stakeholder workshops and coordinate with the UN Women Evaluation Reference Group.

Required profile

• Minimum 5 years (60 months) of experience in gender‑responsive evaluation, preferably in GBV or SRHR programmes.
• Demonstrated ability to work independently and manage multi‑stakeholder engagements.
• Strong understanding of UN evaluation policies, UNEG norms and gender analysis frameworks.

Required skills

• Expertise in designing and conducting impact evaluations.
• Proficiency in quantitative and qualitative data analysis methods.
• Experience with gender‑power analysis and theory of change assessment.
