Technical Advisor II – Child Protection and Care System Strengthening

About the role

The Technical Advisor II will serve as the subject‑matter expert for child protection and care system strengthening in Uganda. Working under the Project Director, the Advisor will guide the design, implementation and evaluation of policies, standards and services that improve outcomes for vulnerable children and families.

Key responsibilities

• Provide technical guidance on child protection, case management, alternative care and social‑service workforce reforms.
• Support government, civil‑society and faith‑based partners in developing and adapting policies, regulations, SOPs and tools at national and sub‑national levels.
• Develop training curricula, competency frameworks and coaching materials; deliver training, supportive supervision and technical troubleshooting.
• Strengthen capacity and implementation quality of project teams and partner organisations.
• Collaborate with global technical counterparts, resource partners and other subject‑matter experts to ensure alignment with evidence‑based standards.

Required profile

• Senior‑level professional with at least 8 years of experience in child protection, care system reform or related fields.
• Proven experience working with government agencies, NGOs and community stakeholders in low‑resource settings.
• Demonstrated ability to develop policies, standards, training materials and to provide coaching and supervision.
• Strong analytical and problem‑solving skills, with a focus on results‑oriented system change.
