Technical Advisor II – Early Childhood Development

About the role

The Technical Advisor II – Early Childhood Development will serve as the subject‑matter expert for early childhood development (ECD) in Uganda, supporting the design, implementation, and strengthening of child protection, care, and development systems. Working under the Project Director, the Advisor will collaborate with government, civil society, faith‑based, and community partners to improve policies, standards, and service quality.

Key responsibilities

• Provide technical guidance on ECD approaches based on the Nurturing Care Framework, ensuring strategies, tools, and training reflect current evidence and country context.
• Assist government and partner organizations in developing and adapting policies, regulations, standards, SOPs, and guidance at national and sub‑national levels.
• Develop ECD competencies, training materials, and deliver coaching, training, and supportive supervision to project teams and partners.
• Coordinate with global technical counterparts, resource partners, MEAL teams, and implementation staff to ensure integrated, mutually reinforcing technical approaches.
• Support MEAL activities by ensuring relevant data are captured, interpreted, and used for program improvement and learning.

Required profile

• Demonstrated experience in early childhood development and system strengthening.
• Familiarity with the Nurturing Care Framework and its five components.
• Experience working with government, NGOs, faith‑based, and community stakeholders in Uganda or similar contexts.
• Proven ability to develop training materials, provide coaching, and support capacity building.
