Climate Smart Urban Agriculture Strategy Consultant for Kampala

About the role

The International Rescue Committee (IRC) is seeking an experienced consultant to design a Climate‑Smart Urban Agriculture Strategy for the Greater Kampala Metropolitan Area. The role supports the Re:BUiLD programme, which aims to improve livelihoods of urban refugees and vulnerable host‑community members through climate‑resilient economic initiatives.

Key responsibilities

• Conduct a city‑wide assessment of climate‑resilient agriculture and smart food systems across the GKMA.
• Review and analyse the KCCA Strategic Plan, Climate Change Action Strategy, and related policies.
• Identify gaps and opportunities for climate‑smart urban farming, briquette production, and related value chains.
• Develop a comprehensive, evidence‑based strategy with actionable recommendations for KCCA and partner organisations.
• Engage with local government units, NGOs, and community stakeholders to validate findings.

Required profile

• Advanced degree in agriculture, environmental science, urban planning, or related field.
• Proven experience designing climate‑smart agriculture or urban farming strategies in low‑income urban contexts.
• Strong understanding of climate‑resilient livelihoods, food systems, and policy analysis.
• Excellent analytical, report‑writing, and stakeholder‑engagement skills.
