Consultant – Climate Smart Urban Agriculture Strategy for KCCA

About the role

The International Rescue Committee (IRC) is seeking a consultant to design a Climate‑Smart Urban Agriculture Strategy for the Kampala Capital City Authority (KCCA). The assignment will support the Re:BUiLD programme’s goal of creating climate‑resilient livelihoods for urban refugees and vulnerable host communities across the Greater Kampala Metropolitan Area.

Key responsibilities

• Conduct a city‑wide assessment of current urban agriculture practices, climate risks and policy frameworks.
• Review and analyse the KCCA Strategic Plan, Climate Change Action Strategy and related documents.
• Engage with KCCA officials, local NGOs, refugee representatives and private sector actors to gather data and insights.
• Develop a comprehensive Climate‑Smart Urban Agriculture Strategy, including recommendations for smart food systems and briquette production.
• Prepare a final report with actionable implementation guidelines and present findings to IRC and KCCA stakeholders.

Required profile

• Proven experience in climate‑smart agriculture, urban farming or related environmental planning.
• Strong background in policy analysis and strategic planning for city authorities.
• Experience working with international NGOs, government agencies or refugee programmes.
• Excellent analytical, writing and presentation skills.
