Head of Finance and Administration

About the role

Reporting to the Country Representative, the Head of Finance and Administration leads the financial and administrative functions of the country programme, ensuring compliance with AVSI policies, donor requirements and local regulations.

Key responsibilities

• Ensure all projects follow AVSI’s administrative and financial guidelines and meet donor compliance.
• Maintain legal and bureaucratic compliance, including NGO law and tax obligations.
• Exercise accurate budget control, oversee revisions, and support field offices in monthly financial planning.
• Prepare and submit timely financial reports to AVSI, donors and local authorities.
• Coordinate external audits and ensure proper implementation of audit recommendations.
• Collaborate with the HR department on employment‑related administrative matters.
• Develop annual departmental plans, monitor performance against indicators, and promote staff development.

Required profile

• Bachelor’s degree in Business Administration, Economics or related field; Master’s degree is a plus.
• Minimum 10 years of progressive finance, accounting or audit experience, preferably in INGOs or multinational settings.
• At least 5 years of field experience in an NGO environment.
• Proven ability to manage multiple teams, partners and relationships with donors and government entities.

Required skills

• Excellent knowledge of Microsoft Office suite.
• Proficiency with accounting and ERP software.
• Fluent written and spoken French and English.
• Valid international driving licence.
