Procurement Officer – Full-time

About the role

URC is seeking a qualified Procurement Officer to manage the procurement of supplies and equipment for health units and program activities in Uganda. The role involves coordinating procurement processes, ensuring compliance with URC and US Department of State policies, and supporting project delivery.

Key responsibilities

• Oversee procurement processes, including review of purchase requisitions, request for quotations, supplier selection, negotiations, purchase orders and delivery coordination.
• Lead supplier pre‑qualification, management and development of Blanket Purchase Agreements for routine supplies and services.
• Manage leases, contracts and agreements for goods and services, ensuring adherence to URC and DoS procurement policies.
• Receive orders from program staff, track local purchases, payments and delivery confirmations.
• Maintain procurement trackers, purchase order logs, BPA trackers and commitment tracking tools.
• Stay updated on donor policies and train program and partner staff on applicable procurement regulations.

Required profile

• Bachelor’s degree in Procurement and Logistics Management, Commerce, Business Administration or related field.
• Minimum 5 years of practical experience in procurement and supply management, with knowledge of Uganda public procurement laws and donor regulations.
• Familiarity with US Department of State contractual, procurement and reporting requirements.
