Senior Project Officer - MEAL

About the role

The Senior Project Officer – MEAL will lead the monitoring, evaluation, accountability and learning functions for a new CRS project in Uganda. Reporting to the Project Director, the incumbent will ensure that MEAL activities are integrated throughout the project cycle and that data-driven insights inform decision‑making and improve impact for vulnerable communities.

Key responsibilities

• Design, coordinate and implement all MEAL activities in line with CRS quality standards, donor requirements and best practices.
• Facilitate learning and reflection workshops, guiding partners to capture lessons and adapt project plans.
• Lead the rollout of the feedback, complaints and response mechanism (FCRM) and manage community feedback loops.
• Collect, validate, analyse and report project data, working with national information systems and government counterparts to improve data quality and use.
• Organise national and sub‑national consultations to assess MEAL system strengths, gaps and capacity‑building needs.
• Provide technical assistance and mentorship to government MEAL staff and local partners, promoting integration of tools into national systems.
• Maintain relationships with all local stakeholders, acting as the liaison for MEAL‑related matters and mobilising support for project activities.
• Identify stakeholder information needs and produce timely MEAL reports to inform adjustments.

Required profile

• Senior‑level experience in monitoring, evaluation, accountability and learning within humanitarian or development programmes.
• Proven ability to coordinate MEAL activities across multiple partners and government agencies.
• Strong analytical skills and experience producing data‑driven reports for donors and internal teams.
• Excellent communication and facilitation skills for workshops and stakeholder consultations.
