Senior Project Officer - MEAL (Livelihoods, Agriculture & Market Systems)

About the role

Catholic Relief Services (CRS) is hiring a Senior Project Officer for its MEAL function in Kampala, focusing on livelihoods, agriculture and market systems. The role leads the program's monitoring, evaluation, accountability and learning system, works with private sector partners and market actors, and supports adaptive management and data quality.

Key responsibilities

• Lead the development and implementation of the program MEAL system in line with CRS quality principles, donor requirements and industry good practice
• Design monitoring systems that measure outputs, outcomes, impact, sustainability and systemic change, and maintain data tools, databases, dashboards and reporting systems
• Analyze implementation challenges and coordinate baseline, midline and end-line surveys, market assessments, studies and evaluations
• Track private sector partners, producer groups, MSMEs, cooperatives and financial institutions, including co-investment, income growth, job creation, productivity and market access
• Conduct market actor analyses and value chain assessments, and generate evidence on business and market system outcomes
• Facilitate reflection meetings, learning events and MEAL communities of practice, and document best practices, lessons learned and case studies
• Lead program Data Quality Assessments, the feedback, complaints and response mechanism, and ensure data protection, ethics and data accuracy
• Supervise MEAL processes at program sites, review budgets and track resource use with partners
• Coordinate with private sector, dioceses and other partners, and provide mentoring, training and coaching to strengthen their MEAL capacity

Required profile

• Bachelor's degree in Monitoring and Evaluation, Statistics, Economics, Agricultural Economics, Development Studies, Business Administration, Social Sciences or a related field; a master's degree is an added advantage
• At least five years of professional experience in M&E, accountability and learning within livelihoods, agriculture, private sector development, market systems, economic inclusion, resilience or value chain programs
• Preferred: strong understanding of Market Systems Development and private sector engagement, experience measuring MSD/M4P results, and experience with digital data collection platforms such as CommCare, KoboToolbox, ODK or ArcGIS
