Senior Railways Specialist – Technical Consultant

About the role

NTU International A/S is seeking a Senior Railways Specialist to provide technical, policy and investment advisory services for a Global Gateway transport project. The expert will support railway infrastructure and system initiatives across Sub‑Saharan Africa and other regions, starting January 2027 for a 48‑month contract.

Key responsibilities

• Identify, prepare and implement railway infrastructure and system projects.
• Conduct feasibility studies, technical assessments, and project design reviews.
• Perform investment‑related analyses and support procurement, tendering and implementation supervision.
• Advise on rail signalling, interoperability (including ERTMS), traffic management and safety systems.
• Promote low‑carbon, climate‑resilient railway solutions and apply European and international standards.
• Contribute to environmental and social assessments and support policy, regulatory and institutional reforms.
• Provide capacity building and technical assistance to public authorities and sector stakeholders.

Required profile

• Executive‑level experience (minimum 15 years) in railway infrastructure, planning and investment.
• Proven track record in delivering technical assistance missions in international development contexts.
• Strong understanding of European railway standards and multimodal integration.
