Support MHPSS referral mechanisms for vulnerable migrants – Category B Consultancy

About the role

The International Organization for Migration (IOM) is seeking a qualified consultant to lead the establishment, strengthening and operationalisation of mental health and psychosocial support (MHPSS) referral mechanisms for vulnerable migrants and victims of trafficking in Uganda’s borderland areas.

Key responsibilities

• Design and implement health and MHPSS referral pathways across Ntoroko, Nebbi, Zombo, Arua districts and Arua city.
• Facilitate coordination among border agencies, health providers, protection services and community actors.
• Raise awareness among frontline responders and local communities about available MHPSS services.
• Translate recommendations from recent health‑implications studies into actionable interventions.
• Monitor and report on the effectiveness of referral mechanisms and propose improvements.

Required profile

• Proven experience in humanitarian health, MHPSS, or migration‑related programmes.
• Strong understanding of trafficking and migrant smuggling dynamics in East Africa.
• Demonstrated ability to work with diverse stakeholders, including government, NGOs and local communities.
• Excellent communication and reporting skills in English.
